Overview:
Halifax Health is seeking a Director of Infrastructure and Security
for the IT Department.
Summary:
The Director of Infrastructure and Security is a senior member of
the IT leadership team. Reporting to the Vice President and Chief
Information Officer, the Director will be responsible for overall
technical strategy and information security. This role will be
responsible for all technical and security operations. Along with
guidance and support from the Chief Information Officer, this role
will be responsible for the execution of the Halifax Health IT
strategy
Job Qualifications:
Requires a bachelors degree in Information System, Business, or
other relevant discipline. Masters degree is preferred.CISSP
preferrred.At least ten years of progressive experience in managing
functions and departments dealing with information handling,
workflow, and resources.Five or more years of direct management of
an IT department is preferred.Three or more years of experience in
a health care setting is essential, preferably with experience in
roles involving operations management, project management, resource
management, vendor management, and relationship management.
Experience should also include substantial exposure to COTS and
outsourced computer systems, multiple hardware platforms, and
integrated information and communications systems.Specific
experience with clinical, financial, and patient access information
systems is desirable.Comprehensive knowledge of:Business principles
and techniques of administration, organization, and management to
include an in-depth understanding of the key business issues that
exist in the health care industry. These include, but are not
limited to, knowledge of strategic and operational planning, health
care economics, personnel administration, federal, state, and local
laws, marketing, financial and cost analysis, trends in the health
care industry, and primary health care administrative theory and
practiceInformation technology methods and procedures, such as
software & project life cycles, from requirements analysis,
feasibility studies, and functional requirements definition, to
pilot testing, execution, and operational managementHardware and
software characteristics of industry standard computer system
architectures and database management systems, and a general
understanding of common system features and integration

Job Duties and Responsibilities:
Provide tactical planning, development, evaluation, and
coordination of the information and technology systems for the
health care network.Report to the CIO and supervise the
organizations information technology staff to include the Network
Teams, Platform Teams, and IT Security Teams.Responsible for the
management of all information and communications systems and
projects and ensuring the continuous delivery and operation of
integrated clinical and administrative information
systems.Responsible for coordination, facilitation, and
consultation with all health care administrative staff regarding
information systems, telecommunications, clinical, business and
patient management systems initiatives.Ensure that the environment
is current with the information systems standards set by the Joint
Commission for Accreditation of Healthcare Organizations (JCAHO)
and other applicable regulatory entities.Support the strategic plan
of the health care enterprise by facilitating an annual project
planning process in conjunction with the budget cycle. Review,
prioritize and present the information technology project
management portfolio to the Technology Advisory Council (TAC).
Provide support for the approved Enterprise Project Plan through
day-to-day management of IT operations.Develop, coordinate, guide
and maintain IT operational plans in support of the overall
clinical/patient-focused mission and business strategy. These plans
define a vision for meeting current and future information and
technology needs for the health care network, while ensuring
alignment and integration of IT with the overall vision, mission,
and values of the enterprise.Manage the development and maintenance
of the system architecture, to include the definition of standards
and protocols for data exchange, communications, software, and
interconnection of health care network information systems.Provide
advice on evaluation, selection, implementation, and maintenance of
information systems, ensuring appropriate investment in strategic
and operational systems.Work closely with the CIO, Procurement and
Legal entities to negotiate IT acquisition contracts, soliciting
involvement and participation of other management team members as
appropriate.Determine pertinent information required by management
in making effective decisions. Ensure that the gathering,
processing, distribution and use of this information occurs in a
timely, accurate and cost-effective manner through on-going review
and education programs at management and user levels.Promote and
oversee relationships between the health care networks IT resources
and health system affiliates.Through collaboration with other
Halifax Health leaders, continually expand knowledge of Halifax
Health clinical and business processes.Act as an integral member of
the Halifax Health IT Disaster Recovery Team, participating in the
development and execution of Halifax Health disaster recovery plans
and procedures.Promote and adhere to departmental and
organizational information security policies, standards, and
procedures.Approve, coordinate, and control all projects related to
selection, acquisition, development, and installation of major
information systems for the health care enterprise.Develop and
maintain an appropriate organizational structure capable of
supporting the information needs of operating entities through
appropriate and cost-effective information technology.Develop and
maintain corporate IT policies and standards relating to the
acquisition, implementation, and operation of information
technology and communication systems.Establish IT service level
agreements with user organizations and monitor IT systems
performance to assure service levels are being met.Research and
evaluate alternatives for the enhancement or re-engineering of
IT.Develop, coordinate, and manage the incorporation of
enhancements to and reengineering of the health care network
systems, in keeping with the needs and objectives of the
enterprise.Provide quality service to end users in needs analysis,
solution recommendation, vendor selection, implementation,
training, and post-installation support.Establish key metrics for
effectively managing IT operations.Ensure that enterprise
information systems operate according to internal standards,
external accrediting agency standards, and legal
requirements.Responsible for the recruitment, development,
motivation, and retention of assigned management staff conforming
to budgetary objectives and personnel policies. This shall be
accomplished through the consistent practice of sound human
resources concepts, thereby achieving teamwork, mutual respect,
maintenance of the highest level of professionalism and a stake in
the organization's success.Ensure appropriate recruiting,
development, training, and orientation programs for the
organization are in place to attract, retain and develop a stable
workforce trained to support information services.Establish annual
resource management policy, and monitor workload and resource
utilization, ensuring no resources are consistently
overallocated.Develop and monitor the annual operating budgets for
areas of responsibility, consistent with programmatic plans and
established financial guidelines.Develop and monitor capital
budgets associated with approved IT and other enterprise
projects.Develop and maintain policies and standards aimed at
minimizing costs related to the acquisition, implementation, and
operation of IT systems.Maintain contact with IT suppliers and
maintain knowledge of current technology, equipment, prices and
terms of agreements to minimize the investment required to meet
established service levels. Evaluate alternatives, perform
appropriate cost benefit analysis, and recommend solutions that
minimize costs commensurate with acceptable risks.Review health
care network-wide hardware and software acquisition and maintenance
contracts, soliciting involvement and participation of other
management team members as appropriate. Develop, when possible,
health care network-wide master purchase or lease agreements for
hardware, software, maintenance, and telecommunication
services.
