Deputy Utilities Director

This is a professional executive level position requiring advanced engineering and management work to assist with direction of water and wastewater treatment plant operation, water distribution, wastewater collection, reuse water system and stormwater system within the Utilities Department. Responsible for supervising, establishing and monitoring; working with division managers to cost effectively maximize the productivity of their operations and maintenance programs. Work involves responsibility for long and short term programs; planning with considerable authority delegated to operations and division managers for implementation of technical and administrative activities. Management skills and sound judgement in decision making is required. Work is performed under the general direction of the Utilities Director. Responsible for supervising the activities related to the City in accordance with policies determined by City management and applicable regulatory practices.

Minimum Qualifications Education, Training and Experience - Graduation from an accredited four-year college or university with a Bachelor's Degree in Engineering; eight (8) years professional, technical or administrative experience in the operation and knowledge of a municipal water utilities system. Must be a Licensed Professional Engineering (PE) in the state of Florida or eligible to obtain such licensure by reciprocity/comity; and four (4) years experience managing and supervising capital improvement projects; professional, technical and administrative staff, project management, and water Utility Operations.

SPECIAL REQUIREMENTS

Must possess or have the ability to obtain and maintain a valid Florida driver's license.

Job Description ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

•Direct division managers and support personnel to maximize safety, productivity and cost efficiency of utilities’ operations and maintenance programs

•Reviews and/or prepares documents for the procurement of equipment, consulting services, contracting services, etc. This includes preparation of City Commission Agenda Items documentation with coordination with the City’s Purchasing and Legal Departments.

•Responsible for making procedural and operation recommendations to the Director. Plan and prepare supporting documentation and presentations.

•Provide long range planning and policy development for the Department.

•Analyze Department’s budget and recommend adjustments.

•Provide direction and leadership to division managers on policies and procedures

•Oversee, analyze and evaluate the City’s Capital Improvement Projects (CIP)

•Stays abreast of technology trends, issues and development. Identify and provide training to staff and to other departments as necessary

•Maintain up to date knowledge of existing and emerging requirements from local/state/federal regulations and mandates related to the Utility Department’s operations.

•Work collaboratively with internal partners of the Utilities Department.

•Maintain effective working relationship with the City’s Department Heads, other city department staff, other government agencies and the public.

•Respond to citizen complaints, issues, and inquiries

•Prepare reports and presentations to City Commission and citizen groups

•Develops, coordinates, and implements programs, projects and operating procedures.

•Supervises and reviews site plans, cost estimates and contract documents for various plans, specifications and contracts

•Fosters positive employee relations and employee morale on a City-wide basis.

•Coordinates engineering design, maintenance, and construction activities with State, County, Federal and City departments, and consulting engineers.

•Prepares reports, studies, letters, purchase requests, ordinances, and a variety of written correspondence.

•Assists in the preparation of the annual budget, and prepares water, sewer stormwater improvement budget.

•Performs personnel relations activities

•Maintains current knowledge of appropriate professional developments, and appropriate State, Federal and local rules and regulatory developments

•Coordinates and schedules implementation of capital improvements

•Develops, organizes, and plans for emergency preparedness for utilities functions and assistance to citizens.

•Investigates and monitors safety issues and inspections, to include ensuring compliance with safety standards.

•Assists the Utilities Director with special tasks as needed.

•Acts as Utilities Director in the absence of the Director.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions, such as demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel, Power Point, and electronic mail.

Verbal and Written Aptitude: Ability to communicate effectively in oral and written form. Willingness to perform professional administrative work.

Mathematical Aptitude: Requires the ability to perform moderately complex algebraic and geometric operations; ability to utilize principles of basic probability and statistical inference.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA COMPLIANCE

Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require oral communications ability.

Environmental Factors: Tasks are regularlyperformedwithoutexposure toadverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes,

temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.

PERFORMANCE INDICATORS

The work performance of supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job: Has working knowledge of the methods, policies, and procedures of the City of Daytona Beach as such pertain to the performance of the essential duties of Deputy Utilities Director. Has comprehensive knowledge of municipal water, wastewater and stormwater collection and distribution systems operations, construction, maintenance and repair principles, and the methods, practices, procedures, materials, and equipment applicable to establishing and maintaining proper functioning in accordance with regulatory standards. Has comprehensive knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has comprehensive knowledge of the organization of the department, and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has thorough knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with which the position interacts.

Quantity of Work: Performs described essential functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.
